C&C Generals Question

I was just playing, and somethign strange happened.

I was USA and was playing against a Hard China. I had knocked out all his power, so his chain gun defenses wouldn't work. I sent in 9 rocket guys and began attacking his chain guns. There were no bulldozers, nor were there any propaganda towers. I let those 9 rocket guys shoot at one of the chain guns for 5 minutes with no damage taken by the chain gun. Has anyone ever seen this before?

Have you updated your C&C cause that used to be an old problem. That was fixed several patches ago.
