Server.cfg problems

Just wondering if anyone has had this problems gettting their server to work properly with steam..

I have my server.cfg set to

mp_friendlyfire 0
mp_roundtime 3
mp_freezetime 4
mp_autokick 1
mp_tkpunish 0

after a map change, the settings are discarded somewhere and the settings change to :

mp_friendlyfire 1
mp_roundtime 5
mp_freezetime 6
mp_autokick 0
mp_tkpunish 1

I have looked at all my configs in the server and cannot find what .cfg is conflicting with my server.cfg.. any ideas?
