Is CS2 going to launch simultaniously with HL2???

nothing has been announced offically on CS2 at all, just hints here and there. But keep in mind, Valve has given the mod tools for HL2 to a few mod makers out there so you never know. If its not simultaneously (which i dont think it will be) it wont be too long after.
They may want people to go ahead and play HL2 and make CS2 a christmas release but noone knows yet
