WON.net is down. VALVe is performing maintenance on the servers, and therefore WON will be down temporarily. Also today, VALVe is taking over all Half-Life main servers, which may explain the downtime.

I got steam from http://www.counterstrikecenter.com before it came out. Cs 1.6 is all good, but it can be better.
