I'm calling shenanigans on this one. This picture has been around the web for a couple of years at least, and I have seen it claimed to be in about 6 states. As a product of Caddo Parish's public schools, I am defending this as not from SHV.
BTW, this is no refelction on the school system. Who's to say the low wage workers didn't originate from a third world country (say Mexico, etc.)?
