I used to work at a computer repair shop and there were two things we wouldn't touch...monitors and laptops (and sometimes printers)...I do remember fixing a 21 inch monitor that some guy just dropped off and said we could have (just had to adjust the R,G,B knobs).

I would suggest buying a new monitor...mine died on me last weekend and I went to Office Depot and got a nice flat screen 17" (16" viewable), .25 monitor for around $170 after rebates.

Monitors are a freakin pain in the buttski...and they can kill you if you know what to touch. I agree with Metalica-man...just buy a new one...it's cheaper in the long run and there is much lesss chance of death (unless you happen to throw your old monitor out the window).
