This write up was inspired by the following Political agitator's comment.

The Birthday Tax
here's how it works.
The Obama administration hires a firm to do a study on social classes, and just how much on average a person would get on their birthday. Included would be factors such as Race, age, that persons annual income, and how many family members are located within the region the tax payer lives.
Of course the lower income people would not have to pay the birthday tax, since chances are they wont get any money for their birthday. The upper class will not have to pay the tax, since they will more likely receive gifts "which can used as tax write offs" than money for their birthday. However since the middle class always receives cash on their birthday for things like paying the bills, and other expenses that normally overrule any kind of gift they would really like to have. The middle class should pay an average birthday cash gift tax.
We feel, that since the inheritance tax is around 50 to 70 percent, based on social factors. This should be the rule to measures how much birthday tax you should have to pay. Simply put, the extra cash you have when you die is taxed, so why not the extra cash you get annually celebrating when you were born.
Now to be fair, we realize that not everyone is loved by their family, and may not have any friends that would give them any monetary compensation for being born. This was taken into consideration when the tax formula was created. For people who do not get any money for their birthday they will still have to pay the birthday tax, since ultimately its not our fault nobody likes you. Also, it would not be fair to the rest of the middle class birthday tax payers for you to get a free pass just because your an A$$ Hole.
Now if the middle class people who feel they are being unfairly targeted by this birthday tax. Here are positive you should look at. We will evenly distribute your birthday money to the lower class who do not get any money for their birthday. The money will also be given to a qualifying percentage of the upper class, who as long as they fill out the (I did not get money for my birthday form) Will also get a percentage of the collected birthday tax money. This tax plan will be good for all people since it will raise up the poor, and encourage the trickle down economics from the Regan years, by giving the middle class money to the rich.
Thank you for your time and consideration of the new birthday tax plan, if your disagree with the plan we have made concessions for you in the middle class to exempt yourself from the plan.
