HL2 in offline mode...

How do I set up HL 2 to play in offline mode? Whenever I launch steam offline, and try to play HL2, it tells me that "Game Not ready for Offline Play".

How do I fix that? I can launch the game while connected to the net, and I've spent hours downloding all the updates.
